Net rates and commission?

What do other agents do when working with a tour company that does not pay commission but they give good net rates. How do you get your commission? Do you do a service fee for the commission amount or what?

I am primarily a tour operator so I primarily only want net rates and I then create a package, typically with trip protection for medical emergency/evacuation, natural disaster, political civil unrest, etc. I add the costs together for everything, then add my commission on for the client. However, my biz model is very different than a typical agent. The client, in effect, would pay the agency, and then the agency sends out payment to the various suppliers.
