Group cruise question

I have a client who booked 11 cabins on Norwegian.. Final payment is due on April 25th and they will not tell them anything about the air. Some of the travelers want to bump up their air to business or comfort plus. This is a new client for me so I did not book the cruise but she wants me to book the air( for the travels not wanting the cruise promo economy ticket) and pre and post rooms. 19 travelers. They all want to be on the same flight but I am working with a blind eye because the cruise company will not give us any info. Can someone make any suggestions on how I can help them? She asked if I could take over the booking but I assume Norwegian would not allow this...

NCL generally does not book promo air until 60-90 days prior to sailing. I have clients sailing in August in Europe and was told I may get air information May or June.

Most cruise lines will allow you to take over a booking that client made direct, there is usually a form the client must fill out to give authorization to move booking to our agency. However I have only ever gone through this process with single bookings, not group. If you call the group reservation department they should be able to advise their policy on this.
