TTS Ticketing Fees
I'm having a brain fart. Does TTS charge us for a refund? So if I have the option to refund and issue new v. exchange, am I better off with the exchange paying just one TTS ticketing fee? Or is it all the same, if there is no TTS fee for refunds?
