If you are saying they are changing planes in Kenya on the way to Tanzania, 100pct they do not need the shot. If they enter Kenya, they do not need the shot. If enter Kenya, THEN go to Tanzania, Tanzania will require it because they spent time in Kenya. For just a change of planes, no.
